Cass County Immigration Custody Routes
No ICE detention center was identified in Cass County. No public source reviewed established a local USMS detention facility either. These federal systems remain relevant because the Cass County Jail may relinquish custody to ICE on a detainer or to USMS on a federal writ or warrant. The county book-out closes the local custody episode but does not show community release.
Follow the receiving-agency field. An ICE handoff leads to the Online Detainee Locator System and the responsible Enforcement and Removal Operations route. A USMS handoff leads to the federal criminal docket, the holding or contract facility if known, and later BOP records after designation. Never turn “released to ICE,” “federal hold,” or “USMS pickup” into the claim that the person was free.
Check an ICE Custody Release
The ICE Online Detainee Locator System, or ODLS, is the specific-person search. ICE's ODLS information for legal representatives says it covers current detainees and people released from ICE custody within the prior 60 days. That recent window is approximate for research use and should not be presented as a permanent archive.
- Choose an identifier route. Search with the nine-digit A-number and country of birth when those facts are known.
- Use exact identity fields if needed. The name route requires exact first and last name, country of birth, and birth date.
- Check scope. ODLS excludes people under 18 and does not answer every reason for a missing result.
- Read the listed status. Record the location or release information exactly as ICE reports it.
- Confirm the local handoff. Match the ODLS result with the Cass County release or transfer entry and any ICE paperwork.
No ODLS result can reflect spelling, the data window, transfer, release, removal, or limits of the system. It does not prove citizenship, removal, release, or present location. For the full local release sequence, consult the Cass County released inmate search and keep the county and federal events separate.
Federal Immigration Search Fields
ODLS offers two search paths, and both need careful identity matching. An A-number is the stronger key when correctly entered. Name searches are exact enough that a spelling variant can cause a blank result. Search results should be saved with the date of observation because the recent-release reach is limited.
| Search path | Required fields and limit |
|---|---|
| A-number | Nine-digit A-number plus country of birth. |
| Name | Exact first and last name, country of birth, and birth date. |
| Age scope | ODLS excludes minors. |
| Time scope | Current ICE custody and, according to ICE, releases within the prior 60 days. |
| No result | Does not establish release, citizenship, removal, or location. |
The county record supplies different facts: book-out time, release or transfer authority, and receiving agency. The immigration record supplies the later ICE phase. Use both when the question is whether a person moved from Cass County custody into federal immigration custody.
ICE Pickup Is Not Community Release
ICE describes a detainer as a request for advance notice before local release so the agency may assume custody. That makes the receiving field essential. A Cass County booking can close at the moment ICE takes control, but the person has not necessarily entered the community.
If the Cass County jail register names ICE, search ODLS and use the responsible ERO contact path. If ICE later releases the person, the release paperwork controls any field-office reporting time and place. An ICE check-in is separate from an immigration court hearing. Do not infer either schedule from the jail record.
This Cass County-specific distinction is the required safeguard for any local detainer record. The sheriff proves the county departure. ICE proves its own detention or release. An immigration court file addresses proceedings, not the physical book-out time from the Cass County Jail.
Cass County USMS Transfer Checks
USMS controls many federal pretrial detainees and transports sentenced people, but it does not publish a general person-by-person prisoner or release locator. Its Prisoner Tracking System is not public. A person may be housed in a contract local jail without appearing in the BOP locator before designation.
Begin with the Cass County receiving-agency field and federal case number. Search the PACER Case Locator, then read the actual district docket for detention or release orders, judgment, and sentence. Cass County is in the Eastern District of Texas, though PACER should identify the filing division before staff are called.
The USMS Eastern District of Texas page is the official district contact source. Research lists Texarkana at 903-793-8782 and Marshall at 903-935-5737. A closed federal case is not the same as release from custody, and a USMS handoff is not proof of later BOP placement.
Federal and Texas Notifications Differ
Texas IVSS-Counties handles participating county jail and court events. It can report a Cass County release or transfer, but registration in that state system does not enroll a person in federal notification services. TDCJ IVSS is also separate and covers Texas prison and parole events, not ICE or USMS custody.
The federal DOJ Victim Notification System serves registered, identified federal victims. It uses a Victim ID and PIN supplied through the federal case and lists a call center at 866-365-4968. That PIN workflow must not be copied into Texas IVSS instructions. Each service has its own record, eligibility, and registration path.
Note: A county transfer alert may be timely, but it does not certify the receiving federal agency's later release decision.
When an ICE Search Is Blank
A blank ODLS result is a prompt to verify inputs and scope. Recheck the nine-digit A-number, country of birth, exact name spelling, and birth date. A person may fall outside the current or recent-release window, be recorded under a different spelling, have moved within the system, or be outside the locator's public scope.
Return to the Cass County transfer record. It should identify whether ICE actually received custody. Then use the person's ICE paperwork or the proper ERO route. Do not call a blank result proof of release or removal. It also says nothing reliable about citizenship. When a result does appear, match more than a name before joining it to the county booking.
ICE Release Papers Control Reporting
If ICE releases a person from its own custody, the documents issued for that event control required reporting and check-in information. Field-office reporting is separate from immigration court. A Cass County court date is separate again. Keep each notice with the agency that issued it.
The county jail's role ends with its own custody record. Its book-out time cannot establish the later ICE release time, and its receiving-agency label cannot predict the outcome of immigration proceedings. Use ODLS for the status within its public window, official ICE paperwork for reporting directions, and the immigration court route for hearing information.
Federal Immigration Records and Contacts
There is no Cass County ICE facility desk to list because no local ICE detention site was verified. Use ODLS for a person-specific ICE search and the contact information on the person's release or reporting paperwork. Use PACER and the relevant USMS district contact for a federal criminal custody matter. For the local handoff, contact the Cass County Sheriff's Office and ask for the release or transfer record.
Correct agency routes
ICE custody search: Online Detainee Locator System
ICE locator scope: Current custody and recent releases described by ICE
Federal court: PACER Case Locator
USMS district: Eastern District of Texas
Cass County Sheriff: 903-756-7511
Ask the sheriff three focused questions: whether the booking closed, what time the book-out occurred, and which agency received custody. If telephone staff provide current status only, request the historical booking-out and transfer fields in writing.
About Cass County Federal Handoffs
No source reviewed shows that Cass County operates an ICE contract detention facility, a USMS detention center, or a BOP prison. These federal pages exist because jurisdiction can change at the jail door. A municipal or county arrest may lead to a federal writ, detainer, or warrant, and the person may then be housed outside the county.
Build the timeline agency by agency. The Cass County jail record establishes local intake and book-out. USMS and the federal docket explain a criminal federal phase. ODLS describes an ICE phase within its scope. BOP describes federal corrections custody after designation. None of those records should silently replace another, and absence from one system cannot settle the others.
